Advice needed budget 4K video editing system

Hi, I do a bit of 4k video editing and output the file usually as 4k MP4 for playback on TV. Other than this the system will be used for basic office tasks. I do not play games at all. I have a limited budget. I have narrowed down my searching to a the following. Which would be better:

System 1
i5 7400, 16gb ram, Radeon Rx 460 2GB, Gigabyte H110M-S2H board.

System 2
i7 7700, 16gb ram, integrated graphics, Asus prime B250m-A board.

A suppose the key issue here is the integrated graphics Vs dedicated card. Thanks in advance for all replies and advice. I am a computer novice and only really have a grasp of the basics. System died yesterday and need to replace asap.

For video editing, you need multiple cores as well as decent gpu power for scaling and rendering. The next gen Intel has been launched yesterday, you can consider that. Also, this would be a good configuration for video editing....

Ryzen 5 1600, 16gb RAM, GTX 1050TI, MSI B350 Tomahawk or ASUS B350 F. But what you need additionally is a good SSD for faster processing and rendering. Something like this should be good for you...

Please look at following specs:
I7 7700, 16gbRam, 250gb SSD for programs, 3gb gtx 1060 card. 27" Asus 2k screen.

Will I be able to video edit in 4k reasonably well? I'm at the very top of my budget with this system. Will the card be ok on 2k screen as I don't play games. 4k content is usually MP4. Im not a pro. More of a hobby - vids of family/kids/holidays etc. I currently use video pad as my editor as it's easy to use and end result looks good. As not gaming will this set up run quickly on a 2k screen? Will it play 4k smoothly? My videos are usually no longer than 10 mins so don't have huge timelines.
