Again, just using this machine for lab setup/testing, I already have hard drives for backup but yea to learn some tools will need to build a home server.
I don't think VM's or docker containers will be an option as I will need more RAM for that and I think the minimum ram I would need is 32GB
for OS will need either windows 10 or windows Server.
I just want an extra machine for this kind of testing that isn't my laptop.

I would recommend a used HP or Dell workstation. Server style components but relatively quiet.

I agree with this. If you are adamant about building your own, though, this is would work. GPU prices are simply too high, right now, for a DIY build, for this use case.
