After connecting 4pin atx cable computer turns on and off within 4 seconds

All in the title, I got a new psu and a gtx 970 a couple days ago, everything is plugged in fine, and when i take out the 4pin atx and power it it runs but without a display, and when its plugged in, the pc runs for about 4 seconds, the cpu fan goes crazy and then switches off. Tried removing and putting back in the CMOS battery did nothing. Ive checked everything, im pretty sure there are no short circuits, what do I do?

Taking out the 4-pin atx plug would leave the CPU with zero power.
