after cpu upgrade games started stuttering

Last week i upgraded my CPU from g3220 to i5 4460
and after that all of my games started to stutter and freeze but framerate seems to be normal.
i have tried like every fix on you tube but nothing works and temperatures are below 55 Celsius all the time and i have clean installed windows.
Everything outside games works perfectly fine.

My specs:
mobo msi h81m p33
psu xfx 550 core edition 80+ bronze
ram 8gb hyperx ram 1600 mhz
gpu asus strix 960 2gb
storage 120gb kingston sdd and seagate barracuda 1gb
cpu i5 4460

I'm not sure what fixes you have tried, but have you reinstalled the OS?
A change of hardware as major as the CPU can require the OS be reinstalled...
If you have reinstalled the OS, it might be worth installing the software on the motherboard so that the OS can communicate to the onboard hardware more effectively.
Potentially, resetting the UEFI is also a good idea after changing the CPU. This is usually done by disconnecting the PC from power, then taking out the silver button battery on the motherboard for 30 seconds. Then put the battery back in and boot up normally (assuming you don't require any changes to get it to boot - such as changing boot priorities).

i have reinstalled OS
i have all the motherboard drivers
i have reseted my bios by pressing restore defaults in bios but i haven't taken the battery off

i have one called unknown device and its under other devices but i cant up date it

Right click on the device > select properties > details tab > select "hardware ids" under the Property drop down
See the values inside the value box? Google those, as they will tell you what driver to install.
I'm willing to bet once that's installed, your freezing/stuttering will stop.

no but it didn't fix the stuttering the unknown device was Intel smart connect technology

it stutters in all of them i play csgo ,league of legends ,bf 1 and gtav
and there is nothing to update on liveupdate

If a bios update doesn't fix your issue, I would reinstall your old cpu to see if the stuttering stops. If it does RMA the new cpu.
