Let me see if I understand this......you highlight the shortcut, and delete it, then it reappears on the desktop?

is not a malware issue, the problem was solved after i empty the recycle bin and restarted computer twice. now i can delete any shortcut as usual. anyway Thank you

You may want to check the storage capacity of the recycle bin.
Right click on the recycle bin-->properties
