After driver update some games stuttering really bad

Here are my system specs:

OS: Windows 10
CPU: Intel Core i5-7400
GPU: Strix Radeon RX 470 4GB
RAM: DDR4 8GB 2666MHz HyperX Fury KIN
SSD: Transcend 220S 120GB 2.5" and a 3TB hard drive (TOSHIBA)
Motherboard: STRIX B250G GAMING

So I installed the latest drivers and from then i cant even reach 30fps on Forza Horizon 3, fortnite stutters when moving mouse, gta V stutters hard really too.
I got a new fresh windows 10 up and put my old drivers which I had but the stutter still occured.
I tried then again with the newest but nope still the same. I don't know is it the graphics card bottlenceking from the latest updates in that games or something? Is the graphics card too weak or what?

May or may not be "normal" - there are other factors as well.

Look at the system hardware requirements for the game or games being played. Compare the specs to your system.

Most games list requirements in some manner. E.g., minimal, recommended, and best. You do not want minimal and you do want as much "best" as you can afford.

Watch your system without gaming. See what else may be running in the background. You may be able to lighten the load on the CPU by closing unnecessary apps, processes, services running in the background.

Be methodical, change only one thing at a time, and keep notes. Could end being just some software conflict even....

Use Task Manager or Resource Monitor to observe your system's performance.

Good chance that you will discover some application, process, or service that starts slowing things down.

Observe the system before playing Fortnite using one of the tools. Slide the window to one side, and leave open.

Then play Fortnite while continuing to watch performance.

May take a few "plays" to note something astray or some pattern that develops leading to the stutter.

Okay so while i play the games my cpu is at 100%.
Is that normal?

Gta V has lower recommended specs than my pc's power and its still stuttering, i got a new windows up so there can't be any programs that are running in background, I also checked and there aint any... Thats the catch i can't find no reason...

So I suggest installing the previous drivers if you weren't getting any trouble with the game.

I was checking out if it was the cpu's fault and it is not it's fault he is fine... Something does this to him.

Yes, I tried that too, theres nothing working expect steam and the game which is making the cpu work almost at 100%, can it maybe be the games? But it is so stupid like i could play fortnite yesterday now not anymore it is so strange... it is like stuttering only when I move the mouse around but the fps seems quite high still.

windows update can be the cause if its running in background. it can cause high disk usage . the cpu usage might not be the problem. windows update got some kind of bug where it cause high disk usage and freeze on some computers it happens more often on hdd than ssd.

But by that means my windows is updating every time when I try to play? It does not make sense to me because every time i join the freezing is the same, mostly when i move my mouse but I dont have a wireless mouse.

there is other services that cause high disk usage to, like superfetch and windows search. if i was you i would check the disk usage while playing. but this is just a idea there can be many other reasons. do you got the games installed on the hdd?
something is obviously wrong with that system. maybe a clean install windows would be best to try first. also open up the computer if you feel safe with that and check the sata connectors to the hdd and ssd.

what psu you got? i had mouse stutter on some computers where the psu been of bad quality.

you could try this https://www.userbenchmark.com/ to benchmark your computers performance check what kind of result you get.
for the graphics card you can try unigine valley score

A few days ago I have put a new windows with everything formatted, the disk usage is not big when i play it is not like 100% or something, but I can try to open the pc and see if the cables are maybe the issue. I looked up at the services and there is nothing causing it expect the game. The processor and gpu's 3D is on 96%-100% but i think that it should be like that while playing more demanding games.

if you play high settings i guess it should be at 100 percent. check the connector from the psu to the graphics card to and check that the card is fully seated.

you could also check control panel power plan. going from balanced to high performance can help but thats usually only needed on lower end computers but give it a try.

download hw monitor or speccy to check cpu and gpu temp. to high temperature can make cpu or graphics card to down clock itself.
