[SOLVED] After Installing an app the Laptop refuses to Reset or run Windows Defender offline Scan

After Installing an app called classin my Laptop refuses to Reset or run Windows Defender offline Scan
Before I installed the app I already reseted the Laptop once but now I can't.
The laptop is a Dell Inspiron 14z 5423
If anyone could help that would be really nice

Start by uninstalling and reinstalling Classin.

Ensure that you manually and directly download the Classin software via the manufacturer's website. And that the correct version is chosen for your OS,

Then, if the problem(s) continue:

1) Run Windows's built in troubleshooters. The troubleshooters may find and fix something.

2) Run "sfc /scannow" via the Command Prompt.

3) Likewise, thereafter, run "dism".

Yep I have run them and nothing was broken
Also I already ran the DISM
but my laptop still has an error resetting

What error messages or pop-up windows appear when those failures occur.

As mentioned by @rgd1101 are there any entries in Event Viewer that relate to the failures?

When I reset the Laptop it just shuts down and when I run the windows defender offline scan it just says windows needs to be repaired

Boot into Safe Mode .

Then run "sfc /scannow" and "dism".

I have called windows technical support and they helped me out
Turns out I had to format the drive and re-install windows through a USB
