Question After installing new 4070super everything stutter

Today i replaced old 1080 with
ASUS DUAL GeForceRTX 4070 SUPER O12G EVO
and everything stutters even youtube on firefox.

cpu ryzen 7 3700x 8 core
ram 32
psu seasonic prime 650 platinum (i have read it is enough if you dont overclock too much and i dont plan to do so)

and lets say i am retarded idiot so if you need more info tell me how to find it

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Today i replaced old 1080 with ASUS DUAL GeForceRTX 4070 SUPER O12G EVO and everything stutters even youtube on firefox.
Use DDU to remove all GPU drivers off of your system(intel, AMD and Nvidia) in Safe Mode, then manually reinstall with the latest GPU driver sourced from Nvidia's support site in an elevated command, i.e, Right click installer>Run as Administrator.

Motherboard: ASUS prime x470 pro
Ram: i know it is 32 gb i am sure we chose some better ones
SSD/HDD: Samsung SSD 860 EVO 250GB (OS)
Samsung SSD 870 EVO 2TB (most games)
ST2000CM001-1CH164 (random stuff)
GPU: ASUS dual GeForce RTX 4070 super o12g EVO
PSU: Seasonic prime 650 platinum
Chassis: (what is that if case fractal design i think 5/6)
OS: Win10
Monitor: LG 27GL850 27",LED, IPS

system version BIOS/date American Megatrends Inc. 5007, 17.06.2019
version SMBIOS 2.8

I dont remember exactly all details and i cant find the papers but i think all except gpu was bought around 5 years ago.
I used the DDU and removed it, restarted installed and restart and did not help.
Games and youtube are still stuttering.

make sure DOCP/XMP is enabled in the bios, make sure your RAM is set to the proper amount, make sure the FCLK is set to half your RAM speed and ensure Precision Boost Overdrive (For AMD) is turned on or the Intel equivalent assuming you don't

Update PCIe settings in BIOS
