Okay so this might be quite long... so today I bought new ram (ddr4 vengeance 32gb) to upgrade from my ddr4 veangence 16gb. I also bought a new 1tb sata Kingston ssd. And finally a deep cool ls520 liquid cpu cooler. I installed the ram, the ssd and finally the cooler. However for the installing of the cooler I couldn't manage to find the pin for the 5v D Gnd on my motherboard. However I found a cable around the back that fit it. Also a 5v D Gnd. I knew this prob wasn't the best thing to do and I think but I'm not sure but this might be what broke it.

Anyways I started it up and it just sort of stuttered. The fans spun for like less then half a second and then stopped. I immideatily turned the power off and unplugged all other cables from the cooler to the mobo. I realized that I hadn't installed my got so I tried that and booted it again without the cooler installed and still the same stuttering problem. I switched back to my old ram still didn't work. Did I ruin it or is it save able? Any help or tips would be very appreciated!

Then we need to rule out the power supply somehow before saying that shortage killed mobo which probably did. Either get new one from someone or different PC and swap them or find someone with psu tester. For what's worth I'll ask you to reseat all the power cables, especially CPU 4+4 pin. That could also be the cause but I trust you didn't mess that up.

That part might be a bit tricky for me, and yes I reseated both the cpu power cable and the motherboard power. Is there a way to test psu without a new one? Maybe with the paper clip jump or something? After the fans stop spinning the psu makes a little click noise. This is normal for when I turned off the pc when it worked but maybe it’s an indication that it still works?

I never did paper clip test but if you can follow some youtube guide it may do the job. That click is just a discharge. It powers on, what happens then...

If something caused a closed electrical loop (short) you could have fried a component in that old power supply. Exactly what power supply do you have?

Name
Watts
80 Plus rating (bronze, etc)
Corsair vengeance 650m
650
80 plus gold I believe it is, might be mistaken, in that cause it would be bronze

Like buying a newer cpu, either intel or amd and a new motherboard. Instead of trying to find an old overpriced motherboard that fits my cpu
As I said, I don't know the prices in your country but if it's similar then you should go for it. You'd have to buy new ram tho and preferably PSU for peace of mind.

That is a fairly good PSU. How old is it? If less than 6 years old it should still be good. I used to refer to JonnyGuru, he used to have detailed analysis of PSUs, however he stopped testing some years ago. Cybernetics does it now, however the information is not as in-depth. The following is the link to their results:

Hardware issues are often difficult to diagnose over in a forum, I suggest you take it to a good computer technician. Micro Center have some good people if one is near by.

I believe if my memory serves me correctly that my psu is about 4 years old. I could probably take it to a technician but all close to me are quite pricy

Yeah that’s my plan, if worst comes to worst I found some relatively reasonably priced asus rog strix z390- f used
Yeah, but still lets check the least obvious things that came to my mind.
1. Reseat CPU
2. Check if that cables from your case don't cause shortage, you said about RGB's, that it stopped working
3. All those cables that you connect at the bottom, maybe one of them got loose?

Oh, and btw why would I have to get new ram?
Intel from 12th gen and AMD from 7000 series support only DDR5 ram. Depends what do you wanna upgrade to. DDR5 ram is also more expensive than yours.
