Question After Windows 11 Install, PC won't fully shut down (fans and more still running)

Hi there,

Just built a brand new gaming rig. Everything came together nicely. However, after a couple of cycles of Windows reboots, I noticed that at Shut Down, the system fans, PCIe power, and more were not powering off. I have tried every possible recommended fix so far to no avail. This one has been a real head banger. There seems to be some consensus that this isn't an uncommon problem between Windows and Intel Chipsets. Just unable to figure out why none of the solutions that seem to have worked for others fail to help me. Thanks for any help.

Among the Solutions attempted so far:
  • Changing all the power settings
  • Disabling fast start up
  • Turned link state management off
  • Cleaning C drive
  • Sfc scannow
  • Hibernate off
  • Power troubleshooter
  • Windows update troubleshooter
  • Windows reinstall
  • cmd prompt shutdown
  • Updating Intel Management Engine Interface Drivers (then rolling them back, and updating again)

Welcome to the forums, newcomer!

Open up Device Manager and see if there are any items that are flagged with an error. I'm assuming you might find some for the PCI Device(s), SMBus and Serial (HPC & MC)devices. Speaking of devices, did you install all relevant drivers for your platform in an elevated command, i.e, Right click installer>Run as Administrator?

BIOS version for your motherboard at this moment of time? Where did you source the installer for the OS?

You could try and drop the clocks on the ram if you've enabled X.M.P in BIOS.
 
HI there, all devices are operational - no errors. All devices accounted for. Latest Bios was downloaded and flashed properly with no issues - from Gigabytes support site. Pretty sure this is power management related. Just can't find the conflicting settings. Essentially, it seems, certain BIOS settings are overriding or conflicting with Windows 11 power management settings.
 
As a short term solution, try to keep the Shift button down while selecting the "shut down" button. This should cause a true shut down - not just a sleep state as Windows typically does when user "turn off" computer.

some times its a conflict between bios settings and windows, resetting bios could help
I am certain it is a indeed a conflict between bios and windows. However, I have tried reinstalling windows, and also resetting bios - to no avail. I also updated the latest Gigabyte console, and there hasn't been a patch or fix that has resolved it.

I also tried updating the latest Gigabyte Control Center software and ran all the patches and updates - to no effect.
