Will a video card that states it is AGP 8 compatable work with a MB that has
an AGP 4 card interface?

99% of the new AGP 8X graphics cards should work in an AGP 4X slot.
You can always double check on the cards manufacturer's wed site.
If it is in a retail box, it will say in the specifications.
