Question aio heat problems

my aio on startup will climb up to about 75C or so and stay there if not climb higher making my computer shut down due to overheating, but when i start up my pc if i lightly flick the tubes of my cooler it instantly drops the temp to ~55C. is this a clog? or maybe a sensor is blown out?

Edit: i have tried multiple reapplications of thermal paste of varying amounts , and this is still a consistent problem.

Sounds more like an air lock. What AIO is it?
