planning to upgrade to:

AMD Ryzen 5 5600x/ Ryzen 7 5800x
16GB 3200 CL16 RAM
ASUS ROG STRIX B550-F GAMING (WI-FI)

have these from previous rig:
6GB ASUS STRIX GTX1060 OC > (will buy 3070 or better in future)
EVGA SUPERNova 750W B1 Bronze

what air cooler would be best for this rig and can fit in Corsair carbide 100R silent edition mid tower case?

Your case has a cooler height limit of 150mm.
Most really good coolers are 160mm.

The best I know of is the cryorig h7 at 145mm but with a 120mm fan:

For best ventilation, look for a case with mesh front intakes.
For the best cooler, I recommend the Noctua NH-D15s, not the NH-D15.
The s variant has been redesigned for better compatibility.
It is offset a bit to clear graphics cards, it will clear tall ram heat spreaders.
It needs 160mm vs. 165 for the D15.
The cost and performance is similar.
The NH-U12a is good at 158mm. I think it may be noisier with two 120mm fans vs. a single 140mm fan.

how about Dark Rock TF or Noctua NH-l9x65 with my current case? and will it be enough for 5800x and compatible with that mobo?

They will fit.
