At this time, there are two active CDMA provider in Alaska -
http://www.akdigitel.com/index.html &
http://www.acsalaska.com/consumer/c-wireless/index.stm

Don't know whether either one of them have roaming agreements with SPCS
though.

I was up there this past week, and I was able to get native SPCS service
in Juneau.
