Alert! Card-Cage Fan Failure -- HELP

Hey guys, I have a Dell Dimension 9150 and the error "Alert! Card-Cage Fan Failure" always pops up at the BIOS prompt screen. I have removed the fan to clean it and tried to see if the cables were getting in the way of it spinning and I have tried to reset the BIOS and CMOS. Nothing is working. The fan itself actually works when the computer is on so I have no idea what the problem is. The fan has never been replaced with an aftermarket fan and I googled the fan's brand and model number (Nidec B35502-35) and it, apparently, is the fan that Dell's stock computers use. For that model, anyway. The fan in the PSU also works, in case you guys are wondering. If anyone has any suggestions how to fix this problem, please let me know!

Even if the fan is spinning, it apparently isn't reporting the RPMs to the motherboard. You will probably have to replace it.
