Ok by tomorrow i will let you know because here in india its12:58 am
One thing when i reinstalled windows my nvidia driver already installed how it is possible i mean we need to install driver separately correct me if i am wrong

Just curious, don't take offense, but where are you going with this? Powering on hasn't been the issue. It's when he powers off that the problem occurs. I can't foresee how it's related aside from also trying to then power off to see if they still stay spinning with all the hardware disconnected.

in installed list nvidia is not listed but nvidia driver is running i see a option when i right click on desktop

It could be a power supply issue, I had a similar problem with a corsair power CX series 500w When I would turn the computer off the fans and all 12v would stay on. I found out that the psu itself turned on without being connected to anything! Literally out of the computer case and it still turned on by itself. Some sort of 12v leakage on the rail...

I don't know, I'm thinking the fact that it didn't do it in Safe mode was because there were minimal drivers loaded, thus little demand on the PSU. I really think it's highly likely to be the PSU.

piyush2601, what is the model number of your cooler master PSU?

model no is Cooler Master Power Supply B500 500 Watts from here i got my psu http://www.flipkart.com/cooler-master-power-supply-b500-500-watts-psu/p/itmefud2jddauhgz?pid=PSUEYTXM8KFBUREZ
