[SOLVED] All games under 100 FPS feels not smooth

Hey so all games that i play under 100 FPS are not smooth, its so much slower when i move my mouse its very noticable. And when games run under 60 FPS than its 100% unplayble its feels like 10-15 FPS. I dont have lags or drops but its sooo unsmooth. I just bought a new Gpu and a new power supply so thats can not be the Problem.
specs.
GPU RTX 2070 Armor OC
CPU I7 9700 KF
PSU Corsair CX550M
Mainboard MPG Z390 Gaming Plus
SSD M2 NVMe SK Hynix dont now the exact Model but 500 GB
SSD2 Samung 250 GB
RAM 2x8GB BalisticX 3000 MHz
Monitor Asus VS248HR 60 HZ 1 MS

You have a 60hz monitor and no vrr. Enable vsync and stick with 60fps. Or upgrade to a better equipped monitor.

But it will not fix the Problem. and i dont play with vsync the input delay is too high

If you're playing games at the level where you think the input delay of vsync is the reason for not winning you need a new monitor.

Anyways..

Is everything up-to-date? Latest BIOS? Current GPU driver?

Its really not about winning i play a lot of single player games it just feel so bad for me yes everthing is up to date. I know i need defently a new monitor.

You have slightly high background activity. Run test after restart. Be sure to stop any non-essential programs from running.

Also, CPU isn't hitting proper boost frequency. What are your temps.? What cooler do you have?

This could be completely unrelated but I'll mention it anyway.
On AMD GPU's, if you turn on their adaptive sync on, and set target FPS to be above of what your system can get. (still within display's limits) it results in similar "I have FPS but this feels totally chunky" effect.
I have not had it with Nvidia or been able to try it since my monitor doesn't support g-sync.

so while it sounds counter-productive, have you tried to turn g-sync off?
