Question All my games are stuttering consistently and freezing for 5 secs

New here and need some help

I recently did a case swap from a Victus by HP 15L Gaming Desktop (TG02-xxx) model. so here are the following thing a reused from the old HP 15L

nvme 512GB
cpu: 5600G

here are the new specs to my case swap from the HP 15L

Gigabyte B450M DS3H V2 AMD AM4 Socket
Ryzen 5600G
Zotac 3060ti oc
16GB Pny (2x8 GB 3200 mhz)
Cpu fan ( be quiet pure rock 2)
Psu Powerspec 750w bronze


I uninstall all of the programs from HP but some things still show .
I installed all the drivers for the new motherboard
all temp are fine fps don't drop

But when i look around i see the game is stuttering every 1 sec or 2 and every so often the game freezes for a couple a secs and the everything is unfroze and then delayed for another 3-4 secs (this applies to every game I play even easy to run games)

You need to wipe the old Windows installation and start fresh. Just uninstalling HP programs and installing the new drivers does nothing.
