All my USB ports quit working when windows boots

When I start my computer my keyboard and mouse work fine. When I’m in my BIOS everything works fine. But as soon as the welcome screen comes on, the lights on both my keyboard and mouse go out and nothing responds. It’s been working fine since I built it about four months ago, and there has been no recent updates to cause this (I don’t think).

Since none of my peripherals work when windows boots, I have concluded that it’s a driver issue (hopefully). But I don’t know how I can eradicate the problem. Without replacing anything or doing a restore and lose a lot of downloaded games and work. I’ve tried differnent keyboards with the same results. So now I’m out of my comfort zone. Anything will be helpful and much appreciated.

I have a:
ROG Rampage V Edition 10
Intel 6850k
Nvidia 1080ti x2
16GB Corsair Dominator Ram
Samsung M.2 500GB hard drive
All incased in an InWin 909

I am very thankful for all the help.
 
Did you install an OS? If so, which one?
