All other apps stutter while playing PUBG

Weird issue. I first noticed this issue when i tried to stream (using OBS) my PUBG to twitch. The stream was horribly choppy and i thought it was something with OBS settings. Played around in the settings but nothing worked. Then i tried to watch a Youtube video while playing PUBG and i experienced the same choppiness. Even using the built in steam streaming is choppy. This issue occurs while overclocked and NOT overclocked (GPU & CPU). Temps are fine. Also, my OBS stream did work fine in the past but now something has changed. Any insight on this issue will be greatly appreciated.

I found out that if i put PUBG to full screen and not full screen (Windowed) it will work fine. Any idea why that is?
