All usbs will not accept input for keyboard or mouse

So my pc was working fine the day before and I kept it on sleep mode after waking it up my mouse and keyboard would not respond. After looking up fixes on line I still haven't found a solution.
I have tried:
1) powering down the whole system And unplugging everything but the keyboard.
2) tried the keyboard in all of the ports both usb 2 and 3.
3) tried converting the usb to a ps port with an adapter.
4) did a reset by taking the bios battery out (this was a solution that worked for others) As well as reconnecting the keyboard before and afterwards.
5) reconnected every wire inside my pc.
6) tried a different keyboard.

Also it is not Windows update related as I haven't updated recently. Also some say it could be a sign of a mother board dieing but those were older entries online. Another side note is that it still sends power through the usbs because it charges cell phones, etc.

Anyone have any ideas or tricks to fix this?
 
USB power lines are not on the same wires as USB data:

Are you sure your keyboard works? Are there any indicator LEDs that light up?

What kind of mouse do you have? Does it have any indicator LED?

Currently I have a Razer anansi (keyboard) and a Razer naga mouse but have also tried an older mouse and keyboard by HP which worked the last time I had them in so I am fairly certain that the devices work the computer is just not connecting with the input due to a corruption or so other reason. Also no they do not light up as they should be if connected.
