Spy stuff is everywhere because of the report that says US intelligence has become an unwieldy, politicized mass of cost ineffective chaos... but look, it caught some spies... so ti must be working. (that is probably the next step in the coming PR spin)

There have been plenty. Just 3 or 4 years ago I remember the Chinese Nationals working at US Nuclear sites that were arrested for illegally removing top secret information and giving it to the Chinese.

We did get something back. We got something like 4-6 of our own spies back from the Russians. Presumably, we got a few bug reports out of it too.
 
as a tester, you don't have access to actually 'change' anything... but you do have access to the inner workings of a system... you would be testing for bugs and exploits and you would walk away with quite a bit of knowledge about the broken pieces of windows 7... it wouldn't take much to go through and print off a list of every reported w7 bug, and email it to someone else... an exploit 'could' be created from this knowledge...
 
I think the USA really underestimates the number of foreign nationals that are spying for their countries in our military, government, top corporations, and colleges. There are spies from every country for sure but China has by far the largest campaign of espionage against the US and we wonder why they "progressed" so quickly in terms of technology. We need to do like Germany and really tighten the number of visa's and green cards issued from these countries until we reach a manageable level to keep an eye on them.
 
All Western nations should be looking out for Chinese spies first and foremost. They are an emerging threat - just ask Taiwan, Vietnam, Korea and Japan about their recent provocations in international or their respective territorial waters. Wouldn't surprise me if Chinese spies have infiltrated many Western governments.
