Question "Allow a device to connect" is diasabled in bluetooth (question changed!)

I have a problem after re-installing Win 7 a few days ago: I can no longer connect my headphones via the bluetooth radio dongle.... I have the same set up as before, and pairing is on, and the headset is right next to the computer, yet, "adding a device"..... shows nothing.
There are several forums on the internet where a similar question has been asked, but no answer. Example:

Make and model Bluetooth Dongle?

In Device Manager what is listed under "BlueTooth"? Is the dongle listed there?

If so, then right click and check the resulting menu. You may need to enable the dongle.

Scan for hardware changes. Check Properties as well. Ensure that all of the information is as expected.

Also: Have you tried to reinstall the dongle's drivers?

If not, do so by going to the manufacturer's website to manually download the drivers. Reinstall and reconfigure. No third party tools or installers.

This Realtek driver which I installed twice "Software installed\VAVIICLO Bluetooth 5.1\RT8761BU_BT5.1_LMP_10.XX_Driver". Point is, that "everything" is again as it was when this worked, the Win7 installation is an (updated) macrium copy, and the dongle is the same, and the headphones are the same. Except: When I rightclick on the Bluetoooth icon in the taskbar, and the menu comes up, "add a devive" and "show bluetoooth devices" are highlighted, while "allow a devive to connect" is only light grey, which means not available....

Thank you once again for trying, but I have done that. And as itis a clone of the previous installation, I expected to find nothing.

The headphones are the Sony WH1000XM3 and I remember not being able to connect them (same with the WF1000XM3) for a while, when I got them.
And then, one day, it worked. I have no clue what I had done when that happened.

There are several Bluetooth stacks. I tried CSRH, INtel, Microsoft and one other... Same result with all of them
 
I got a replacement dongle and a CD with the driver, but the problem remains: Cannot connect any headphones to the desktop.
What I found that after right clicking the bluetooth icon in the taskbar, in the opening menu the link for "Allow a device to connect" is deactivated... see: https://ibb.co/ZTg6px7

How can I activate that link in Win7 ?


One more thing: In the device manager the SM Bus Controller has the yellow exclamation mark...
