Hardwarecanucks has a review of this with a brief mention of their QDC and it's usage:

"What this connector allows you to do is add in another radiator, another reservoir, even an entire second loop (e.g. GPU cooling solution) if you so choose"

Will one of these cool a CPU & GPU? For $130 I don't mind paying a little more for a GPU with a water-block if I can just hook into this.

Solution
A single 240mm rad won't be enough to cooler both the CPU + GPU if you will be OC'ing.
You might be able to get away with it running both at stock but i wouldn't risk it, your temps would be quite high, you would be far better off sticking to air cooling.

Ty for the response, I was worried that would be the case, I was hoping my very stock i7 2600 would give me a little leeway with GPU OC, especially with a Pascal 1080/1080ti.

Right now my temps are decent with the highest CPU/GPU fan profile hitting at the worst 77 CPU 67 GPU and fairly loud, was hoping to get a little quieter and cooler than what I am currently achieving.
