[SOLVED] Am I bottlenecking or is something going wrong?

Specs:
GTX 3060ti
I7 8700k 4.7
16GB DDR4 RAM 3000mhz
Windows 11
Game in referring too: Dying light 2

so currently playing DL2, using MSI afterburners overlay. When playing at 1080p high settings with DX11, my usage is between 60-80% and my CPU 40-70%. At 1440p my usage is between 80-90 and CPU around the same. (To note if I use DX12 it’s 100% most of the time) I just don’t get why 1080p goes down to 60% sometimes that’s nearly half my performance not being utilised. My Fps for the most part is totally fine but sometimes when running about the frame time has a fair few little spikes in them (only tiny ones) but a good amount of them. I am using DSR to upscale to 1440p as my monitor is only 1080p. I also monitor my .1% and 1% lows and they always seem to be really low and the number just doesn’t change like it isn’t updating . Am I being crazy and it’s normal or is something not right?

I play Red Dead Redemption 2 also and my usage in that at 1080p is usually about 80% but when I go into towns it can drop down to same usage as CPU. Also on red dead my CPU depending on where I am can go a little bit over. I kinda solved that issue by running 1440p that leveled it out a fair bit.

What's annoying is I get the fps I want but It's bugging me because I think there's an issue somewhere. I did compare my fps to a youtube video (zWORMZ Gaming) he has same GPU but a AMD Ryzen 9 5900X and 3200mhz of ram. He did get a few more frames than me and his seems more stable as his 1% low was usually 90fps as mine goes to 31 and just stays there.

This reply might look confusing as one of my replies are in the box at the top I do...

First of all, free up at least 24GB (total) of space on the Kinston A400, that disk is way too full for an SSD.

SSD needs to have at least 10% of the total space free, in fact I would make it 30GB of free space.

This may or not improve your gaming, but nevertless is a must for all current SSD, no matter what type is.

Check your game again after this, and re-run userbenchmark.
Ill free up some space, does that benchmark look okay for my set up?
 
One should not decide 'something is amiss' based just on GPU or CPU usage goals.... (certainly, many games will only have 50-60% GPU usage at 1080P, regardless of CPU), as long as frame rates are roughly where they should be for a particular set of hardware. (clearly, an 8700K/3080Ti is not going to match a 12700K/3090, etc., but at mid-range GPUs, the differences are much less)

I doubt huge differences will be seen in frame rates with assorted CPUs using a 3060/3060Ti even at 1080P....(below is an 8700K vs. a 12700K with a 3060 Ti)

(certainly, many games will only have 50-60% GPU usage at 1080P, regardless of CPU), as long as frame rates are roughly where they should be for a particular set of hardware. (clearly, an 8700K/3080Ti is not going to match a 12700K/3090, etc., but at mid-range GPUs, the differences are much less)

I doubt huge differences will be seen in frame rates with assorted CPUs using a 3060/3060Ti even at 1080P....(below is an 8700K vs. a 12700K with a 3060 Ti)

So let’s say I upgraded to an i5 12600k I wouldn’t see much Fps improvement in my games? Thank you for the help btw! Oooo also my kobo supports up to 9th gen so max i7 I could get is 9700k I couldn’t get the 12600k because that’s 12th gen?

Just watched that video I couldn’t see the 3060ti benchmarks though
