[SOLVED] Am i bottlenecking?

I upgraded from a GTX 960 2gb to a MSI Ventus XS OC GTX 1660 6GB. On Furmark i'm getting 91-92fps on a 720p resolution, AA disabled.

This is my current build.

Motherboard: Asus P8B75-M
CPU: Intel Core i5 3470
GPU: MSI Ventus XS OC GTX 1660 6GB
Ram: 16GB DDR3 1600MHz
SSD: Samsung SSD 860 EVO 500GB
HDD: Seagate 7200RPM 500GB
PSU: 750W Thermaltake

From research, i got that this card is supposed to perform just as good if not better than the GTX 1060 6GB, and significantly better than a RX 570 4GB.

However i ran furmark on my friends PC at 720p resolution and AA disabled, he's getting 140-150fps. He has a 1060 6GB and and i5 4590, 16GB DDR3 1600MHz.
I ran the same test on another friends PC with the same settings(720p AA disabled), he's getting 102-105fps on a i3 3220 and a RX 570 4GB, 8GB DDR3 1333MHz.
I ran furmark on another friends PC again with the same settings, he's also getting 140-150fps. He has a RX 580 8GB and and i7 3770, 16GB DDR3 1600MHz.

I'm confused as to why i'm getting lesser performance, not only on furmark, but on games as well. The card is not thermal throttling, the max temp goes to 61c. Any idea what the problem could be? The GPU-Z looks normal as it should for a 1660. One person said it's because my current processor doesn't support multi threading like the i5 4th and i7 3rd mentioned above. would upgrading my cpu solve my issue?

I should also mention while running furmark, i dont see my CPU hit a 100% on Hardware Monitor, but do see my GPU hit high 90s(95-98%) in both furmark and hardware monitor.

I used the same resolutions and settings on all the systems to make sure that may not be an issue when comparing results. i would've swapped out components if i had access to them.
 
Solution
720p is a purposefully CPU limited resolution. Upgrading from a 960 to a 1660 will improve performance on GPU limited resolutions. Comparing at 1440 is a more reasonable resolution to see a change in GPU.
