AMD 8350 Mystery Problem.

Cpu idles really high and causes thermal throttling on every game I play.I thought it was the motherboard VRMS which im sure it partly is but now I think it is just the Hyper 212 Evo.Here is my setup.

AMD 8350
Asrock Extreme 3

Keep in mind I have a Hyper 212 Evo on it and yes im sure its on right , I've tried reapplying thermal paste and reseating it over and over.
Should I replace the cooler ? Also If I do what cooler should I get that doesn't need a AMD3 backplate because I lost the one that came with my motherboard.Looking for a closed loop water cooler by the way.

you cooler it not well fix and fan speed should be lower did you put the amd back plate and remove the oem one from the motherboard also what king of air flow you have in that case one of your hdd is running around 50 C to take them apart leave a space betwwen them and your gpu goes to 80 c that is high .
