AMD 8350 not up to speed

I have an AMD 8350 Black edit. in a MSI 970 Gaming with 32 GB of G. Skill 1600 ram. I'm running F@H 0n 5 cores @ 1400MHz each. No matter what I do it won't run at it basic speed of 4.0GHz. I uninstall F@H, try OC genie and manual OC, still it returns to 1400MHz. Any ideas?

That board has a slow mode vertical flick switch , right at the front of the board below the ram.

When this is enabled,it locks the cpu to a 7x multiplier giving 1400mhz.

Turn the pc off, push the switch the opposite way, reboot & see,if this changes anything.
Do you experience the same issue with other programs ?

In general when something like that happens, it is usually an indication of thermal throttling, and the thermal limits on a 8350 are pretty low in comparison to the more recent AMD CPU's. So at least check thermals, that might always be an issue.
