AMD A-10 5800k Running a little over 60 degrees.... At idle!?

Just as the title says, It's a little weird.
I'm currently running at 63 degrees at the time of making this post.
It's stock overclocked to 4.2 GHz, But i'm also using a hyper tx3 cooler. The cooler is turning as fast as it can. Very, very loud.

You guys have any ideas?

Overdrive doesn't give temperature, it gives thermal margin. 63 means it can be 63 degrees hotter before it's too hot. Any number greater than zero is fine.
My first guess is the cooler mtg. is loose. Or the retention bracket.
Next would be loss of thermal paste, or dried out.
When it is at 'idle', is the CPU usage low as well? There's not some malware taking over and running the CPU at full speed, is there?
 


It is usually at 4 to 10 percent load at idle.
