Question AMD Adaptive Sync ?

Hello everyone, I have a monitor that is adaptive sync compatible (INNOCN 34 Inch Curved Ultrawide Gaming Monitor Mini LED 3440 x 1440p 165Hz PC) that I am using with my 7800XT paired with a Ryzen 5 7600. I am on the latest drivers (24.12.1) The monitor is connected via display port and works fine, when I enable adaptive sync, it works fine for gaming. However, when I am just using it on my desktop normally like web browsing, it locks the refresh late really low. I have done so much searching and can not find an answer, using the monitor's on screen refresh rate I can see for whatever reason when not in game, my refresh rate is locked to 50-60 Hz even though my monitor goes up to 165hz (Photos below). Is it normal for this to happen? I don't use any overlays that I know of, so I don't think it could be that, but who knows. When I turn off adaptive sync, it stays at 165hz like normal. HDR is on as well if that matters.
