Question. Are there issues with AMD CPUs and MSI motherboards? More specifically, the AMD R7 9800X3D paired with the MSI X670E Gaming Plus WiFi? The reason is that when I boot into "Safe Mode" and reboot, the system fails to reboot, so I need to remove the battery and then reset it for the system to come back online, only to have to reinstall Windows again. The same thing happens if I want to update the BIOS.

The issue you speak of is not with Asus, MSI or Gigabyte boards, but with ASRock boards.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Did you recycle an older OS drive? As for the OS installer, where did you source the installer from?

The same thing happens if I want to update the BIOS.
How are you trying to update the BIOS on your motherboard? Just an FYI, you will need to flash the BIOS to the latest version prior to gaining functionality of your 9800X3D.

Why do you need to know my entire system specification, except perhaps for the PSU, which is a Corsair RM 1200x Shift 80 Plus Gold?

Before anyone can make an intelligent comment, one needs to know the details that they consider pertinent. It's a well respected courtesy.

We need to know what parts you have to determine with better efficacy what is wrong with the PC. Is there something personal you dont what to share about your particular PC configuration? Otherwise, this is the standard practice for getting free help from working professionals.

Can you confirm what version the BIOS is? What method of updating the BIOS did you try?

There are several methods to installing a new BIOS version, which method did you use? These issues are indicative of a long list of potential very specific problems with unique solutions. To determine the specific issue(s) you have I require more information about your PC. Would you like me to go down the list of many tens of hypothetical problems that could cause this particular flavor of issue?
