AMD anthlon II x4 630 running at 800MHz???

The cpu is running at 800MHz, it jumps up to 2.8GHz ( what its rated for ). do I have a setting on in bios that I didnt know about? Its a new board and an older processor. Its acting like turboboost ( intel) where it jumps on demand ( when the speed is needed ) but it also does it randomly.

I would just turn it off (especially if it is annoying) I really don't think it is going to make that much of a difference
