AMD Athlon X4 860k not posting

I am building a computer and it won't post, when I try to start it the speaker makes a fast tick sound repeatedly and the CPU fan jiggles a little bit. I looked for other answers and to answer a couple of yours off the bat, yes I'm using a different GPU, yes the BIOS version should support it. yes I put it in the right way, yes I reset the CMOS, and yes I've plugged in the motherboard power and CPU power, I just RMA'd this board so it isn't the problem. I'm really stuck. Thanks for the help!



The CPU was bad, I RMA'd and it posted once I got the new one.

cpu , motherboard, one stick of RAM

out of the case on a try wooden breadboard

psu plugged in

turn it on by momentarily shorting the two power pins with the tip of a screwdriver

what happens?
