I'm upgrading from a FM2+ and I was thinking about building a whole new rig.

I'd prefer AMD FX-9370 CPU, I don't which AMD CPU is great.

So 1k for whole new build ? Can you tell Current specs . And for that price range the only option is Intel, AMD doest even come close

You can re-use RAM, you can also re-use your 1tb hdd as 2nd drive (if its old and not very good you can buy new one 1tb WD blue), you can add the case you like if the current one you have is not good enough for you.

Is the XEON good enough for non OC'in and is it good enough to run games like GTA5 and COD?

Yes it is it has the same performance as i7 4770
