Agree its pretty much the case here, low clock 7970 is the culprit for GK104 become a GTX680 instead of GTX660ti. I have been holding up for 28nm for a huge performance gain but it turns out that this is what am getting.
I dont think anyone have found a 7970 NOT being able to clock at least 1.1GHz @ stock volt. Besides 7970 is being rated @ 250w. With that in mind AMD would have clock this at least 1100-1150MHz.

Catalyst limits the 7970 to 1125MHz. When you don't have it, the 7970 usually overclocks to about 1.2 to 1.4GHz @ stock voltage (1.3GHz being common).
