AMD Catalyst Control Center PCI Express

Hello my rig
Msi 990FXA gaming
16gb ram 1866 MHz
FX 8350
(2) 280x crossfire
Coolermaster 212 evo
240 gb sdd
3 tb western digital.
My "issue", AMD Catalyst Control Center says graphics capability 3.0
But maximum is only PCI express 2.0x16.
Is it because crossfire?
I read that it could be a power setting mode in my bios?
Any help would be awesome.
If it is normal I wont worry.

You have 3.0 capable cards.
GPU-Z will show you they'll only run at 2.0 when you do a stress test though.

It's not a big deal because 3.0 isn't really capable of being utilized anyways.

Gpuz reads. PCI-3.0x16@ x16 1.1.
I understand that it throttles down. This is not my issue.

IN AMD Catalyst under hardware it says
Graphics bus capability PCI Express 3.0
Maximum Bus Capacity PCI Express 2.0x16

Wouldn't it say maximum is 3.0x16?

No, because your motherboard only has 2.0:
