AMD CPU 100% Usage and 98 Degrees Celsius Temperature

This is what my computer case is currently showing me, this has been going on for a couple days but I just noticed. My CPU usage in taskmanager is also 100-90% used at all times. This is my setup.

What is the issue and how can I figure it out? fans or heatsink or what?

Music and video at lowest quality are lagging and I can barely do anything

Bones it is actually the program that is causing the problem, not an over clock. He has a program on that makes the cpu not allowed to idle, so it is sending random calculations to the processes in order to keep the cpu busy.

So I did what you told me and restarted but sadly my temperature was still going up and is now again at 152 degrees, I dont know what to do!

also some more info my CPU usage sometimes stays between 90-100 and sometimes bounces from 20- 100 4-70 just goes low and back up every second.

Did you adjust that program that you used 2 days ago like i recommended? You need to drag the slider all the way to the left and I am almost positive that will fix the issue.

Can you try a system restore to before this software was installed. It does sound like it messed something up.

By any chance does it still have issues in safe mode(F8 just before the Windows load screen shows)?

Is the case still closed, if not crack it open and check for excess dust or a slow/stuck fan.

Ill try safe mode, for the restore point my last one was like a month ago and I really dont wanna do that

Okay so I booted into safemode and these are the results

after restarting my temperatures are staying at 102 degrees without safemode which is good and all temps are looking fine, and so far CPU usage is okay.

Ill come back to you in a bit with more results

one weird thing ive noticed though is that when there is 50% usage of cpu or 25 or whatever the task manager shows programs and services taking up only like one quarter of that, is that normal?

I am not sure I get what you mean in the last line.

On the Intel side, with a hyperthreadded cpu, even if all cores are loaded it will show half as long as the fake cores are still idle(windows will try to use those last.).

This can make a loaded system look less loaded, but in fact is is quite loaded.

This does not apply to your system.

Keep an eye on it and with any luck, you will not have to deal with the high usage any more.
