AMD Driver Problem

Hello when I try to update my ATI Mobility Radeon HD 5470 drivers, I go to AMD website and it tells me to download the "amd-catalyst-omega-14.12-with-dotnet45-win8.1-64bit" when I try to install it, the installation starts but Windows shutsdown and starts again, and keeps doing that like a cycle.

My laptop is a HP G62-b10sp, in HP website there are only recommended display drivers for Windows 7, I've tried those before but they didn't seem to work properly as when I tried to play CSGO I would get 10 fps when I used to get 60. I think that the drivers weren't properly installed and my laptop was using Intel Graphics as a solution.

I have now updated to Windows 8.1 but the problem is the same, after reading other threads I tried completely uninstalling the drivers and use Driver Sweeper after to get rid of the old ones, but now when I open Device Manager in the Graphic Cards it says:

- Intel (R) HD Graphics
- Microsoft Basic Graphic Card

My operating system is 64 bits.

 
I have tried it and it installs the same Driver and when finished it tells me to restart, when I do the problem comes back..

Are you on a 32bit to a 64bit system?

Thanks for the reply once again but I've been over this issue for a week now, I already tried those, I am now trying a fresh install after using Driver Sweeper and I'm going to try to install only the display drivers, that seemed to fix it for some users.

Edit- I'm going to try it using those drivers, hope it works :)
 
After a fresh Windows 7 install I had to manually download my Display Drivers, so I went to HP Support and searched for the recommended drivers for my computer, I'm able to install and run the Intel ones perfectly, but when I install the ATI ones it asks me to restart and then boots to a black screen after Windows logo, although, I'm still able to hear the Windows sound but no image..
