AMD FX 4100-Quad Core throttling

Im really mad and its going on my damn nerves. I tied almost everything to stop the Cpu going slow!
I even bought a new Cooler but this even doesnt help(arctic a11).
Ask me stuff what i might tried or should try.
oh and my mainboard:
msi 760gm-p23(fx) (ms-7641) newest offical bios

I solved the problem, its just overheating. I selected 1.15 Voltage and it doesnt make my CPU go hot.
I need a new cooler to have more fun with it but im fine right now

As long as it's stable, less voltage generates less heat.
