AMD FX 6300 bottlenecking?

I've been playing Arkham Origins today and it got a little laggy which I assumed was because of my GPU (XFX Radeon HD 5750) that I plan to upgrade. I looked at "Hardware monitor" that I left open and indeed the GPU was at 99% load.........But, I looked at my CPU (AMD FX 6300) and Core 1 got to max at 100% usage????? I expected the CPU to go far beyond this, I'm going to overclock it but still. I've heard that the "Power saving mode" is bringing the clock speed down trying to save power, not sure if it's that.
Please help!

I just tried playing Arkham City and that runs fine but also Core 1 went to max 100%. I think the CPU is performing fine though because the GPU has been the problem in other games.

I don't think that having 1 core at 100percent is bad as you do have 5 others you have to remember that because the ipc of amd cpus are so weak its often forced to work much harder to keep up with intel and batman is a cpu intensive game from what I hear.
