I built my PC over a month ago and felt like I had some issues installing the aftermarket cooler (it was a pain) during the build. My CPU is an AMD FX-6300, I have a Hyper 212 EVO cooler on it, and my case is a Fractal Design Define R4. When nothing at all is running (except HWMonitor) it reads at about 35C (from the motherboard sensor, as the CPU sensor shows cooler than my room is at about 18C). When I have stuff open like Firefox and Steam, it goes to around 40C. It typically stays in high 40s for gaming. The highest it has gotten is about 54C after running Witcher 3 on Ultra for about 20min. I just want to know if these temps are normal or too high with the cooler I have on there. Also, I'd like a recommendation of a better temp monitor as I hear HWMonitor isn't fully accurate for AMD CPUs.

Thank you.

Both Core Temp and HW Monitor report similar values for my 8320E. You might have not put the CPU cooler correctly. Either too much (or too little) thermal paste and/or not enough pressure to tightly make contact with the processor.

Are the temps I am getting too high?

It's high for the cooler you're using I think. Those temps sound like stock cooler temps, they're safe, just not great.

You can also check the airflow of your case, maybe hot air is getting trapped in there.

My PC is in my room, which is the top floor of my house, my house isn't insulated, and it is the middle of summer. Do you think that has a lot to do with it? Also, in my case, I have positive airflow, which should help lower temps.

Temps are usually higher in the summer, but that's still high in my opinion for such a cooler. Try the solutions I said before and see if any resolve the problem.
