amd fx 6300 temperature while gaming

ok so my amd fx 6300 gets to 66c while playing arma 3 and far cry 3 etc and the safe temperature i heard is 60 at the most. except amd has a software called turbo boost that by default increases the ghz from 3.5 to 4.1. when i go into bios and turn it off my fps drops by about 10 on almost all my games. so my question is if this program turbo boost is a program that runs a t default shouldn't it being running under 61c. and sometimes when im on the internet not even gaming it goes up to 60c without turbo boost turned off
 
Solution
You have a cooling problem somewhere IMO.
Maybe the thermal paste or seating of the heatsink.
Idle temps shouldn't be fluctuating by 25c .
While 66c is hot its not dangerously so - I'd class 70c as the borderline safe limit personally.

You want to look at improving your cooling though - even a cheapo like the freezer 7 pro or zalman cnps5x will knock a good 10c off compared to the stock cooler.
What mb & case/fan setup are you using - it could be a dodgy temp sensor or you may just need to rethink your case cooling options.

Solution
I would like to by one of the heat sinks you recommended but I only have a 450 watt power supply with an AMD fx-6300 an evga 750 ti super clocked with 2gb of video ram a 1 Tb hard drive and 8gb of 1600mhz ram and the heat sink uses 150 watts is my power supply good enough?
