AMD Fx-6300 Voltage issues/Underperforming

My AMD 6300 has been performing below expectations in benchmarks and in-game when paired with my GTX 970. The main issue I have noticed is that my voltage is way lower than other peoples voltages when I look at their CPU-Z screenshots. While bench marking, the core VID was locked at 0.835v and the core speed varies a little, but stays around 1399.92 MHz. The other CPU-Z results have shown 1.368v and core speed of 3511.70 MHz. On User Benchmark my CPU scored a horrid 19.9%. Is there any BIOS settings i can change to fix this, and I am hesitant to change the voltage since I don't want to hurt the CPU in anyway. I am relatively new to the BIOS settings, so the answer might be obvious but I just want to be certain I will not hurt the computer. The processor is current clocked at 4.2 MHz with 21x ratio.

AMD fx-6300
1 tb hardrive
750w PSU
DVD drive

Exactly which 970 mobo are you using? It sounds like cpu throttling to me which is common with the FX cpus although usually the 125w models.
