AMD FX 8320 OC doens t work ! What should I do ?

Couple days ago I recognized FPS spikes laggs at games . Never happened before ! I dont know why but my CPU work on fix 1400MHz ! All the day , when I playing or just using facebook or etc.

I tried to set stuff at BIOS , I changed Power Saving to DISABLED Turbo Boost Technology DISABLED tried everything I read on this forum ! And still nothing happened !

Can somebody help me ? Sorry for my English !
