AMD FX-8350 dropped to 1.40ghz?!?!

I just built my gaming rig and this is my second day with it. Yesterday when I went into system settings it said I have an AMD FX 8350 4.0ghz processor like normal. I did the windows index just now and I restarted my computer and i noticed that it took a really long time to boot up. I went into the system properties again and now it says AMD FX-8350(tm) 1.40 ghz processor!!! WTF?! please help me I dont know what to do!

Sounds like you have it on the minimum power savings profile.
The AMD FX8350 does clock down to that speed even on the balanced profile and only clocks back up when it needs the power.
Please check your power profile settings and report back

How do I check the power profile settings? Is that in my OC software that came with my motherboard? (I have an ASROCK 970 extreme4)

Go to Control panel > System and security > Power options

It gives me two options... balanced and ASROCK xreme tuner utility (my software for OC). asrock xtreme tuner is the one thats selected.

Try balanced. It should sit at 1.4Ghz and then go back up to 4Ghz when needed

I did that but it stayed at 1.4...ill try it again and wait a while and see if it changes back to 4

Have you messed about with the bios?
Can you boot into bios and see what the multiplier is set to?
I can help if you don't know how to do it.
Also the CPU speed won't change unless you do something intensive enough for windows to need the power.
You mentioned you have ASROCK xreme tuner utility. Have you been playing with that software?
