AMD FX 8350 with CM Hyper 212 EVO 60% all the time, should I be worrying?

It is 73 degrees Fahrenheit (about 23 c) in the room and my CM Hyper 212 EVO (cpu fan) is running at 1200RPM and keeping the CPU at 10c at full idle, and 15c under casual load. The minimum the cpu fan should be running is 600RPM and the max is 2000 RPM, and based on that, my fan is running at 60% all the time. Should I be worrying about anything? Can I overclock? Should I underclock?
 
Solution
To cool a furnace grade chip like the 8350, you will need a robust cooling system.
High RPM isn't that much of a concern, especially since its keeping that fireplace cool.
I wouldn't recommend overclocking, but since it seems to be working as planned I wouldn't exactly recommend any change.
