AMD FX 8370E won't reset to stock speed

Greetings to all of you nice community at tom's hardware!

My specs:
Fx 8370e (base clock 3.3, auto oc 4300)
Msi 970 gaming mb
Corsair vengeance 1866
Cooler master 240 water cooler

Problem was that i noticed cpu throttling at 50C (even with that cooler, believe??) So i decided to reset it to default clock in these hot days in Holland. Well it didn't default. It's always overclocked at 3600 4.480 vcore (believe this shitty factory overclock?) Tried everything. Jumper. Battery. All. Cmos clears but cpu doesn't default anymore like it used to. I've managed to get a better temp at lower voltage and higher rpm for now. It seems like overclocking is my only option. Miracles never cease. Any ideas?

What I know is the only way to truly learn to overclock is to learn your bios. That 0. is percent of a volt. As in 0.15 to 0.2 to 0.25 to 0.3, ect.

Overdrive starts with Windows. If adjustments are made in the bios they start before Windows actually loads.

0.1 - 10%, 0.2 - 20%,...., 0.9 - 90%.

@lakimens in one of the videos suggested above, the vcore was 0.90 000 . that translated into 1.4sth. how is what you said interpreted in that sense?

@urbancamper cool overclock of your old 8350. right now i have it at 4500 on 1.4125 volts. if i go up a notch at ghz it goes nuts. i think i won't go any higher on voltage at the moment.

I don't know about that, but I'm pretty sure decimals go up to 0.9 and then comes 1.
