[SOLVED] AMD GPU stuck at 300 mhz

I just buyed an AMD GPU XFX RX 580 BLACK EDITION 8gb and everytime it's stuck at 300mhz
If I launch a game, for example GTA IV or Fortnite the gpu doesn't care about the game, it's just staying at 300mhz
The temperatures are below 45 degrees
Please help me

Sorry but I don't know some components
I know that I have XFX BLACK EDITION RX 580 8gb, 4gb ram, Intel pentium dual core or something like that, the power source idk what is it but it has 450W
XFX recommendeds a 550W PSU (8-pin), otherwise your GPU won't run at full speed or it might even stop working.
You could install an app like Speccy (free version) to see most of your system components.
The PSU model should be available on the PSU itself.
Is this a new card or used?

what bios is on the card .......use GPU-Z

Maybe try older AMD drivers.

If you had MSI Afterburner installed before your new card uninstall it than uninstall AMD driver.

Start over AMD Graphics Driver first, than MSI Afterburner If this is your case.

The graphics card is new
The bios is 015.050.002.001.000000
I will try older amd drivers too!
I haved MSI Afterburner before this gpu, but I will try
