AMD HD 7700 Graphics no display but fans are on

My AMD HD 7700 series graphics card has done me wonders over the past few years. Recently though, I am dealing with the issue where I turn my PC on and nothing is displayed by the GPU. I have checked inside the computer and everything is being powered. When I tried my new GTX 1050 ti everything worked fine. I have a theory that I may have overheated the GPU but I cannot tell for sure.

I wanted this GPU to be a hand-me-down to my brother as he is into pc gaming and needs a good starter pc. Any help is appreciated and I hope there is a way to actually fix this.

AMD Radeon HD 7700 GPU
AMD Phenom II x6 1090t
750 Watt power supply
ASUS motherboard M4A785T-M/CSM Express Gate AM3

I hate to say it but it may be dead. I would get him a 1030 if he wants something cheap to start off with. Its 70 bucks and is actually very good for its price and size
