AMD R9 200 series overheat

Hey guys
I'm having real trouble running games like World of Warcraft, The Witcher 3 and other heavy games because my GPU seems to overheat.

My specifications are:
Case: NZXT s340
Motherboard: ASrock AMD 990fx Extreme 9
CPU: AMD(FX) - 9590 Eight-Core 4.7 GHz
CPU cooling: Corsair h100i watercooling extreme
GPU: AMD R9 290x 8GB
RAM: Cosair Vengeance 16gb(8gbx2) DDR3
SSD: Samsung SSD 850 PRO 256 GB
HDD: Standard Toshiba 1TB

Everything in my PC keeps a good temperature except my GPU. I may know the problem, but I still want your help to troubleshoot the issue!
My guess is that the airflow is correct, but rides at different speeds, which creates a "hot pocket" inside the case.

Using speed fan I boosted all fans to 100% and got the following results:
NZXT s340 standard case fan(back exhaust)=1200 RPM
NZXT s340 standard case fan(back exhaust)=1100 RPM
Corsair H100i watercoolingx2 (front intake) = 2600 RPM
AMD R9 290x 8GB = 3100 RPM

I've tried going full on, which ofcause makes a lot of noise and it didn't help. Then I tried to calibrate all the fans to match the slow standard NZXT s340 standard fans, which also made it overheat. Shall I buy some new exhaust fans instead of the build in standard fans or is there anything I can do?

The R9 290x drivers are designed to run the GPU up to 94C and stay there under load. The fan speed will increase or decrease in order to keep it AT that temperature, unless the load is low enough that the GPU isn't needed much, and then the fans will spin down.

Are you at or below 94C on the GPU?
